replicaset_name_to_start_time
Gets the start time (in nanosecond unix time format) of a Replica Set from its name.
Returns: TIME64NS
The start time (as an integer) for the Replica Set name passed in.
Arguments

| replica_set_name | STRING | The name of the Replica Set to get the name for. The name includes the namespace of the Replica Set. i.e. "ns/rs_name" |

df.rs_start_time = px.replicaset_name_to_start_time(replica_set_name)
